VTS command line tools

VTS command line tools are encoders and vts utility which are part of the VTS Tools project and mapproxy tools that take care of data preprocessing for mapproxy which are part VTS Mapproxy project.

Besides this reference, all tools offer unix-style help which can be evoked is shorter or longer form by <tool> --help and <tool> --help-all respectively.
